Recommendation:
That Council cancels Tender PW-08-2026, WPCP (Wastewater Pollution Control Plant) Boiler Replacement.
Background:
The tender was prepared and advertised on the Town’s social media platforms and website. Five (5) firms requested tender packages, two (2) firms attended the mandatory site meeting, and one (1) firm submitted a complete tender package on the closing date of April 8, 2026 at 10:00 a.m.
Contractor and Tender Price (excluding HST):
11425579 Canada Inc. (William Sons) – $1,340,000.00
Discussion:
The following capital improvements were included in the scope of work for Tender PW-08-2026:
After careful review by Jp2g Consultants Inc., and in consultation with Public Works, it has been recommended that the Town not award the project at this time due to the shortfall of available budget and the scheduling concerns outlined in Jp2g Consultant Inc.’s tender report (Attachment #1).
Financial Implication:
The tendered price submitted is approximately 37% over the cost of the pre-bid construction estimate of $845,000.00 (excluding engineering fees and HST).

TENDER FOR THE TOWN OF PETAWAWA STP BOILER RELACEMENT
Sealed tenders, plainly marked as to contents, will be received by Chris Mantha, Director of Public Works, 192 Black Bay Road, Petawawa, Ontario, K8H 2W8, until:
10:00 AM, LOCAL TIME, WEDNESDAY, APRIL 8, 2026
For the replacement of two gas fired boilers located at the Town of Petawawa sewage treatment plant. Works included in this project are to complete a full removal of two existing combination natural gas and digester gas fired boilers and supply, install and commission two new combination natural gas and digester gas fired boilers. Project will include all required mechanical, electrical and structural modifications as noted on the contract documents.
Complete tender documents may be obtained digitally from Jp2g Consultants Inc., by emailing their office as noted below, after 8:30 a.m. on Tuesday, March 17TH, 2026. An email will be returned with the link and password where the documents, drawings and any future addenda may be retrieved.
A mandatory site meeting will be held on Monday, March 23rd, 2026, at 9:00am local time at 560 Abbie Lane, Petawawa, Ontario.
The successful Bidder will be required to file with the Owner the specified bonds and insurance within ten (10) days of being awarded the Contract.
The lowest or any tender will not necessarily be accepted.
