Subject: Award of Tender PW-06-2026, Rehabilitation of Portage Road Phase 3
Recommendation:
That Council approves the award of Tender PW-06-2025, Rehabilitation of Portage Road Phase 3, to the lowest bidder being G.P. Splinter Forest Products Ltd. in the amount of $1,579,200.00; and
That Council approves an additional $170,000.00 for Design, Construction Phase Services, and Post-Construction Phase Services; and
That Council approves a 15% contingency in the amount of $236,880.00, for a total project cost of $1,986,080.00 excluding HST.
Discussion:
The tender was prepared and advertised on our website and social media pages. Eleven (11) general contractors picked up tender documents and five (5) were received on the closing date of April 7, 2026, at 10:00 a.m. The respective bids are summarized below:

The scope of work for this project includes the rehabilitation of Portage Road Phase 3 from Murphy Road to Dustin Drive, (a distance of 2.4km) including earth excavation (grading), in-place processing (pulverizing existing asphalt), granular base enhancements, culvert replacements, hot mix paving, steel beam guide rail, pavement markings and landscape restoration. The project also includes paved shoulders and an extension of the multi-use-pathway from Dustin Drive to Constance Street.
This project includes a 15% contingency which is higher than the typical 10%. Global oil prices have increased drastically and may increase further. Within the contract there is a fuel price cost adjustment. The additional contingency may be needed to offset these cost fluctuations.
Financial Implication:
The estimated construction budget for this project was $2,137,000.00 excluding HST and was included in the approved 2026 budget.

Sealed tenders, plainly marked as to contents, will be received by Chris Mantha, Director of Public Works, 192 Black Bay Road, Petawawa, Ontario, K8H 2W8, until:
10:00 AM, LOCAL TIME TUESDAY, APRIL 7, 2026
for the rehabilitation of Portage Road Phase 3 from Murphy Road to Dustin Drive, (a distance of 2.4 km) including earth excavation (grading), in-place processing, granular base, hot mix paving, culvert replacement, steel beam guide rail, pavement markings and landscape restoration.
Complete tender documents may be obtained digitally from Jp2g Consultants Inc., by emailing their office as noted below, after 8:30 a.m. on Tuesday, March 10th, 2026. An email will be returned with the link and password where the documents, drawings and any future addenda may be retrieved.
The successful Bidder will be required to file with the Owner the specified bonds and insurance within ten (10) days of being awarded the Contract.
The lowest or any tender will not necessarily be accepted.
