BY-LAW 714/11

BEING A BY-LAW TO ADOPT THE TOWN OF PETAWAWA 2011 STRATEGIC PLANNING DOCUMENT

WHEREAS the Council of the Corporation of the Town of Petawawa wishes to adopt the 2011 Strategic Planning Document;

NOW THEREFORE BE IT ENACTED BY THE CORPORATION OF THE TOWN OF PETAWAWA AS FOLLOWS:

  1. That the “Town of Petawawa 2011 Strategic Planning Document” attached hereto as Schedule “A” be and is hereby adopted.

  2. That Schedule “A” is deemed to form part of this by-law.

  3. That this by-law shall come into force and take effect following third reading.

By-law read a first and second time this 2nd day of August, 2011.

Vision & Mission

  • Vision (2015): Petawawa is known as the community of choice in Renfrew County and is recognized for its safe, vibrant and comfortable lifestyle.

  • Mission: To meet health, safety, and leisure needs through efficient public works, waste management, recreation, library services, planning, economic development, and protective services.

Strategic Objectives & Key Goals

1. To achieve resource and financial sustainability

  • Investigate non-traditional funding (public/private partnerships).

  • Create a corporate asset management plan with tax-supported reserve funds.

  • Evaluate the full cost of Town programs and services .

2. To ensure appropriate and adequate planning for growth and development

  • Update the Infrastructure Study and create an infrastructure replacement plan.

  • Analyze staffing levels (consider hiring an engineering technician).

  • Complete the Official Plan review and Development Charges policy review.

  • Establish a water conservation strategy (water meters) .

3. To achieve a reputation as a helpful, safe, healthy and environmentally-friendly community

  • Upgrade the Town website and use technology (digital displays, online registration) to improve service.

  • Enhance Fire Prevention to accommodate growth.

  • Recruit 2 physicians by 2012 and establish a walk-in clinic.

  • Develop a municipal conservation policy (70% waste diversion) .

4. To become a centre for excellence in recreation, culture and tourism

  • Review the Recreation Master Plan recommendations.

  • Continue developing a Town-wide trail system.

  • Pursue improvements to tourism assets (Petawawa Point, portable stage).

  • Promote the Town as “Eastern Ontario’s Outdoor Recreation Playground” .

5. To encourage economic development and promote an attractive and welcoming community

  • Further develop the Industrial Park (aim for 90% occupancy).

  • Support the development of a recognizable commercial shopping core (pursue big box stores).

  • Support small businesses (start-up guidance, business registry).

  • Create a long-term beautification plan and adopt a Sign By-law .

Appendices

  • Appendix A: SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats) for each strategic objective .

  • Appendix B: Detailed Operational Plans, including specific strategies, financial/other resources required, responsible staff, and timelines for each goal .
